I present to your attention the rubbish mod that you saw in GTA 3 or GTA VC. You also saw it in the GTA Underground mod. Ported using re3. Many thanks to _AG for the port.

Functions:
Reaction to weather and wind
If you shoot at the rubbish, it will disappear
Reaction to passing cars/bikes
TODO List:
To add an opcode to turn rubbish on / off
And it seems like everything.
My changes/additions:
Moved garbage textures to a separate file "rubbishSA.txd"
Added more rubbish from other games + HD newspaper Zombie Elvis and BITE
Removed transparency (if you want transparency, there is a version inside archive, which is signed as "Rubbish(transparent)")
You can disable/enable rubbish using debugmenu (https://github.com/aap/debugmenu)
V1.1
Added 1 more newspaper
Rubbish spawn distance moved a bit further
Slightly reduced the amount of rubbish
Palm leaves and brown leaves is stretched like in GTA VC
Slightly increased the size of some rubbish
Garbage textures are now in the rubbishSA.txd file to avoid conflict with other .txds with the same name. (previous name rubbish.txd)
V1.2
An error window has been added if you do not have rubbishSA.txd in the models folder. This was made so that there were no questions like: "pls help crashing with this mod." There is just 1 reason for the crash: Missing TXD.

Fixed a crash when you exit the game when you haven't even logged into the game yet.
Added rubbish from PS2 GTA Vice City
Fixed the flickering of opaque rubbish
Now .asi can be installed in any way without crashing with the reason for the missing .txd file. but rubbishSA.txd should still be in the models folder.
Fixed rubbish rendering through walls when you have jetpack and rubbish is now visible through car windows.
Fixed rubbish appearance in water.
V1.3
Added .ini file with various settings (transparency, rubbish amount, etc.), also allowing you to add your own rubbish without C++ knowledge.
I'm ready to hear your suggestions about this mod, for example something to add/change.

Greetings mate!
Made an account just to comment this, simply because of how amazing this mod came out, LOVELY work my man. Can't stress how much better it makes the whole game look if you tune it accordingly, to the point it feels like something's missing if you disable it! There is a potential issue I've found however, which *could* be traced back to this mod (hope it isn't but I've done plenty of runs with & without it).
Apparently, when playing missions/running around shooting & killing stuff for a while, sooner or later leads to game freeze either during gameplay or when entering cutscene (fade to black stays black indefinitely). I've made sure to have this configured to spawn few rubbish objects (24) and I won't lie to you, I got plenty of other mods running along with it but here's the thing, been playing for hours so far without this mod but when I turn it on it could be for about 5 or 15 minutes till my game gets frozen or crashes.
What I've concluded at is that there seems to be a memory leak caused by the mod, so memory hogs the more you play around to the point it can't flush anything, resulting in a crash.
Can you look into this? Please and thank you in advance!

Trash that doesn't fit in San Andreas? Then remove it. Why i added an ini then?!
"no rubbish in environment" not possible, cuz you can add any trash in ini file, and it's impossible to know which one is a newspaper/leaf.

Trash that doesn't fit in San Andreas? Then remove it. Why i added an ini then?!

new update is awesome with the fact that its more customizable
no rubbish in environment (would love to see this being improved with only leaf's appear in large terrain areas like forests, swamps)
cons:
too much trash that some of them are absolutely don't fit in San Andreas

1. will fix it. Rubbish interior spawn is fixed already. it's waiting admins approval
2. can't do anything about that. it's a false detect.

Have you moved rubbish.txd to models folder? I am pretty sure it crashes due to missing txd.
